Cams are off by a half-link. There should be exactly 6 links between the sprocket teeth that are aligned with the marks.
Might even be a full link off.

Always a bit risky trying to infer alignments on wide angle photos not aligned with the axis being judged but it sure looks as though that inlet cam is one tooth retarded.
Hopefully fortune favours the innocent owner and there has been no mechanical interference. I doubt the motor would even have the low compression pressures recorded had there been mechanical contact but I suppose even the slightest kiss will have some degradation.
Looks like it is time to reinstall the cam train and test compression once more. This time with a bit more supervision?

These numbers were recorded with the engine cold. Owner performed the test twice after increasing the number of revolutions(7-9).
1 -8 below.

Car history at the shop in Orlando. Customer (not current owner) has shop do timing belt and water pump. While on test drive tech noticed heavy white smoke. Determines that car needs a head gasket. One cylinder (7) had coolant in it. They pulled the engine and emptied the PO's wallet.
Leak down test is next.
I am still hoping this is poor cam alignment.

Also, the cylinder psi of each bank are consistent, thus, once properly timed, the motor will be good to go. Although I'd recheck the 80 psi cylinder.

An update
While the PS was 6 links - nub to nub... the DS was eight. Yikes! Should be back together soon and will get a compression test. Owner is doing all his own work and doing quite well at it.
