There are a few bakeries and grocery stores with bigger baking departments around me that do them.
More or less an ink jet printer that uses food coloring for ink.
They can scan or upload pictures and "print" them on a sheet that gets baked on top of a cake.
It's a pretty neat trick.
They will not do copyrighted images, and most won't do "inappropriate" images (if you know someone and can get them to do it later, when the managers are not around, then...)

At wallyworld, (.20 cents) took the color photo to Sam's club (of all places) bakery.
The 9 lb cake cost $35.
...very tasty! It was a marble cake with butter creame icing.
