Relay removed.
0V between 85 pin & chassis with lights off or in any 'on' position.
0V between 85 & 86 pins with lights off or in any 'on' position.
73ohms between pin 85 & chassis with lights off or in any 'on position'.
Not sure what to make of this.
Relay definitely controls the fog lights - they are not operational with it removed and you can feel it click when they are turned on.

Are you measuring voltage on Pin 85 in the socket with the car ignition on and headlights on? that is the use case - does it switch levels between low beam & high beam cases

measure 13.6V across pins 85 & 86 on CE with light switch in positions 1 (side) or 2 (main) with fog light switch in the on (pushed in) position. Ignition on or car running.
No voltage if fog light switch in off position.
Looks like the main headlight relay switches the fogs off somehow (relay is still on) when the mains are switched to high beam.
Any thoughts?

So I’ve done this swap and have an additional issue. My low beams stay on after closing and turning key to the off position. If I wiggle the headlight double relay (new) they flicker and then turn off, but I’ve had them randomly turn on.
A: don’t want to have to remove the foot panel to wiggle the relay to turn off headlamps (obviously)
B: don’t want battery to run down should they randomly turn on by themselves.
I’ve cleaned the grounds, the panel itself was removed and deoxit cleaned. Any suggesti9ns as a starting point for trouble shooting?

My first thought would be a loose connection within the relay or the wiring behind the CE panel. The low beams/highbeams/headlight motor should not enable with the key out.
Why is your headlight relay new? Is it new or a salvaged unit? If possible swap with another known good relay.

1986.5. It was part of the trouble shooting when we weren’t getting the “click” on high/lo. New one from Roger. I can swap the old one back in and test.

I recently installed the LumiLEDS H4 bulbs in my 1981's 7" H4 replacements for the sealed bulb units and experienced general wonkiness in headlight / fog light interactions. The relay substitution of the 928.615.117.00 for the 928.615.117.02 cleared up those issues.
The socket XII for the 1981 has electrical connections for both pin 1 (the 02 variant) and pin 2 (the 00 variant.) I don't see this referenced in the wiring diagram for the car.
I need to check to see if the alarm flashes the fog lights in either configuration. I don't know if this is important to me, but I would prefer to defeat as little functionality as possible.

Update -

They look identical. Since the pin numbering looked identical, I decided to try swapping the 'special' fog light relay with a standard one. Nothing exploded when I powered up so I tested everything. The good news is that the fog lights now operate independently of the high beams! No longer does turning on the fog lights activate the high beams. I'll call it good with that.

I did the same, and everything worked perfectly. The Bosch PN is 0 332 019 103
I have "Headlight Revolution" bulbs, and the simple swap of relays made the system work perfectly.
