Dennis Wilson the demi-God of the CIS Clan should respond .
He can walk/talk you thru the WUR blindfolded while working on a Rubic's cube.
I believe your on the right track, though, if the WUR has been disassembled in the past those two tubes you mentioned can be installed WRONG!

Sunday I replaced the missing air line from the WUR and the car ran somewhat better. I've started replacing all the air lines as I suspect there are several "mini" problems that are all contributing to the behavior rather then one problem. Shes due for a T-belt replacement in a few weeks so with that the timing will be set correctly; in the meantime I'll finish up replacing vacuum lines and play with the idle and mixture adjustments.
Thanks to all who have gave input on my search of CIS knowledge. I'm sure I'll have more questions in the future.
