Update.
- Pulled the rack and opened it up. No bad O rings noticed or other fluid blockage.
* Add another tie rod to my list as the new one that was installed a few months ago refused to come out quietly.
- Put the rack back together and installed
- flushed the rest of the system to include the reservoir...Look what I found inside!!
A black plastic cap.
Don't know that it is supposed to be in there, but it was not connected to anything and hopefully is my fluid starvation cause. Filter is new and only opened to add fluid after initial installation. Pretty damn sure the cap came with the tank.
BTW. these filters in the reservoir are dead easy to clean. 1 screw holds it on its base, then you can flip over the screen filter to clean.

I just removed my PS lines this afternoon and if your reservoir is like mine I see a baffle in the floor and a piece of plastic like that would make no difference whatsoever I would think.
Not sure how that thing is removed from the reservoir- it is pinned in the centre on mine but it does not look like a screw- perhaps you can add a pic of what the inside of your reservoir looks like?

I will try to get a pic when I get home.
The screen is much like a Keurig filter that encompasses the circumference of the bowl. I think it is possible that this was blocking the outflow. Its diameter would lodge perfectly. A long shot...
I have one small torx type screw in the middle..

That fixed it.
The plastic cap inside was causing a blockage. I don't know if it was an "Extra part" or a part that came dislodged.
All back together and smooth steering.

Glad I didn't have to go that route. It will be on its way home shortly.
Replace the tie rod end and a few sealing washers and on the road until the next thing pops up..
So this is the pic of the filter assembly in the Hyd reservoir.
Take out the one Torx and you can flip the filter over for cleaning.
Or you can reverse flush from the pressure out hose port on the bottom back into the housing.

That arrangement looks a bit different to mine- tried to take a pic but it dod not work on my mobile phone camera. Does the ATF route to the pump via the centre of the assembly? On mine I get the impression the ATF flows out of the chamber via the periphery but..?

I believe it is the periphery.
It also could be that I dislodged something in the rack when taking it apart, only to raise its ugly head again. If it acts up again, I will assume it is the rack and just bite the bullet.

The Rennbay pump rebuild/reseal kit is helpful for 928 power steering issues. I was getting noise and cavitation bubbles in my 5-speed's PS until I applied the kit. Google rennbay power steering.
