I'm trying to wonder why you are so smitten with a car that needs obvious work with no history? I'd be patient. Nicer examples come up for sale eventually for not that much more. Just my angle

There are some very, very knowledgeable 928 guys just north of Detroit.
Get a 928 guy to look at it.

buy it, and send it to a good 928 specialist, and write a check,
2 months later you should have a non issue machine that will rival the reds in your driveway.

But, like a few that already mentioned it. Keep looking. Don't get hooked on the first one you look at or drive. There are others out there. I almost did the same thing, but a local 928 owner gave me the same advice. Be patient and keep looking. I'm very glad I did. After trying out a few more, you can go back to this one. Most likely, it will still be available.

No rub strips, too. Can't say without more pics but early indications are, that one's a keeper. BUT...I do think $10K is too high if you know you have to turn around and pay another $10K to make it right. I think you could find an equivalent car (to what you would have after paying to fix stuff) for less than $20K.
That being said, you could do a LOT worse, and if you don't mind paying $20K+ for the car plus fixes, I think you'll end up with a great machine. Then again, I may be biased in favor of 86.5 5-speeds

We see cars like this all the time that have plenty of needed catch up mx due. I'm shocked, I say shocked, that the PPI didn't find ANY electrical issues? That would be a first for a 928 I think.
The proper way to go is get it in the hands of a 928 guru, and not a 'Porsche guy'. These are not any way shape or form a 911 variant. For example, next time to go see it lift the hood and look for a rubber hose going across the front of the engine from fuel rail to fuel rail. It has crimped ends with ball/socket fittings. That hose should look brand new or very close. If it's not in perfect shape, you're looking at a full fuel line repl.
As for the clutch, have it on a lift, and set it per the book. If it engages at the top of the pedal, there may be a reason it's set so high. This is also not too good for the release bearing if it's still loaded from the fork. Have the torque tube pinch bolts been replaced/tightened? What's the condition of the motor mounts? To check, look at the cross brace over the engine. The top of the two air plenums should be even with the top of that cross brace. I'm betting the engine will be riding about 1/2" lower, so possibly new motor mounts due. Did the little button near the driver door on the rocker open the hatch? If not, hatch latch rebuild.

That isn't a small job, but worth perhaps switching tranny oil as recommended by some folks here. Word is that you may get less leakage with M1 LS as compared to others like Red Line. I haven't tried that yet, but it's on my to do list.
If that rust spot below the windshield is on the cowl strip, that's an easy fix because that piece is removable.
The Club Sport Rims are worth some cash just by themselves.

The rear hatch doesn't open by button and one of the door switches is taped shut as well as a mirror doesn't work consistently , all minor to me

So, now we have a couple of elec issues that you KNOW about. How many don't you know about? I'm not knocking the car, just that if you aren't doing the work, the shop rates to hunt down the small repairs are going to add up. This is typical of the 928 and why you need a 928 specialist.

If the current owner of three years has done little to maintain the car it is easily needing $7,500 or so of work to catch up. If the owner before him also simply owned it and did little add in another $2,500 per year. The 928 was and still is a much more expensive car to maintain than an air cooled 911.
There are many examples here of new 928 owners who in the first year of owning a 928 have spent $8,000 to $10,000 paying someone to "fix" their 928 with variable degrees of success. One of our own admits to having spent $160,000 on his 928 dream. Which is currently all in pieces and not even a roller...

Never seen that one around here, what color cod is that?
For $10k if that's the original paint (not been in an accident/hit) it is well worth IMHO putting $10k into it and having a great car.
But that's just my take on it, an 86.5 5 spd is a nice one to have sorted out and easily to mod to make more power too.
