With engine in...
Check cylinder bores and intake passages with borescope.
With clean cylinders, spray fogging oil in cylinders.
Hand-crank crankshaft clockwise a couple times.
Screw in spark plugs, then spray solvent into plug sockets, then blow out with compressed air.
Inspect fuel delivery, remove fuel sender on top of tank and inspect.
Remove bad fuel if needed (most likely).
Replace fuel feed hose (to fuel pump) and fuel filter.
Replace fuel feed and return lines in the engine bay (right-rear side).
Clean or replace fuel inlet apapter screen going into the fuel distributor.
Cycle-flush fuel system (CIS) with clean fuel and Berrymans B12, with fuel pump jumpered - 20 mins.
Make sure clean fuel and good flow is returning to the tank.
There is more, but this is a good start.

Thanks Jim that is a big help I'll start knocking off those tasks. I might have to bypass the borescope though as I have a very limited tool collection at this -it is growing day by day.

You can pick up USB borescopes cheap - under $15, do a search. Here's a photo of the inside of the barrel of a AAA flashlight taken with one of the cheapo's

Well that is a good enough picture for me -and at $25 looks like I am adding a borescope to my tool box. Thank you!

The borescope software (the documentation will probably be mostly in chinese, so you kind of have to guess which file is the actual application) gives you a live video until you click to save an image. You may have to tape the borescope to a coat hanger or something to guide it down through the sparkplug hole and angle it around to view the cylinder walls and piston tops

Well no need for a borescope when my phone can capture this image. It appears the someone has poured motor oil down the chamber. I guess it was stuck or perhaps preventative but it looks like the engine will need to be pulled and taken apart.
