Looks like the first of two built in the VIN series specifically for the Canadian market:

Well a '90 with no air bags. That must be a pretty rare beast. I am kind of surprised that there isn't an option code to specify that since I thought all '90s in North America were delivered with air bags?!?

Default 1990 Airbags

From the Wikipedia entry on the 928, which I'm pretty sure is edited by the Rennlister 'Vilhuer' (among others):

1990:
Dual airbags now standard across all Porsche models in U.S. Driver and front passenger airbag optional elsewhere, only drivers side bag available in RHD markets.

Is it possible the car has been wrecked and the steering wheel and dash replaced with non airbag versions?

Has D90s.... I know that doesn't necessarily mean anything either?

Curious ... a ROW model given a Canadian-market VIN number? I would be surprised if any other non-airbag 1990 North American cars exist, including the 911 and 944 series ...

It one of two cars made for Canada in '90 MY without airbags. One GT (this) and one S4. My own theory is that at the beginning of MY idea was that Canadian cars would not have airbags and this was abandoned almost immediately. This can be verified by finding out when it was made within MY. It was sold late in MY but that only gives upper limit when it was made, not actual build date. In any case its one of two cars made for Canada with their own VIN set similarly as cars for Japanise market were done in some MY's.

I worked on a 1990 GT that was without airbags but believe it might have been an ex-Japanese model.

One of the pics shows delivery in April 1991 from the Vancouver, BC, Canada dealership.

I believe you are correct, it was indeed sold at the Vancouver dealership
