Smash the glass - remove all the shards and the silicone bead - observing all safety conditions. You can remove the complete lens but it is a real PITA.
Clean out the groove and install new glass with a bead of clear silicone.

I'll have to pull one off my car tonight to have a look at it. I am thinking of something that maybe involves a little heat for separation from the housing, but that may cause warping and future leaks.
