After being in contact with the seller. I get the impression he has owned it for less than a year. He does want to tell me if the title is in his name. I would venture a guess that it is not.
According to seller, he has another 15 to 18 cars in his collection of various makes and models, but only one 928GTS. I know of several people who do not even transfer title for many year, even up to the point of sale.
It is possible that the GTS has not gone through a NY state inspection.
I would luv the own this GTS. But for me I have to pray & hope it would pass CA smog. There is no word if the emissions is complete. Others questions come to play...
does the GTS actually have a title? Is it a matching numbers car? Are all the body panels orig? Is the interior orig? If I lived in state that is emissions free I would be daring.
As it stands at $45k w/ almost 100k on the odometer ( not sure if that's 100% accurate ).
I do not have oddles of play money to take the leap of faith.
I am in the market for a 928GTS 5spd of any year. I am not too concerned on mileage.
I regret selling my GTS 5spd in 2013.
I guess I will have to be patient.

I'm transitioning from Maine to upstate NY. Maine wouldn't give me a title for the car is greater than 25 years old. I can't get titled in the state where I bought the car for I am not registering it there. When I got my truck registered and titled in NY, I asked about getting the Porsche titled there. I told her at DMV I didn't have a title because of the 25 year issue. She said 'you have a current reg for the car in Maine ? you have an address here ? we'll give you a NY title when you register it here'.
