Both pass side photos dont show the same fender...

I would say the fenders were modified/change at some point.

3k is high for a non-runner (that's been sitting) especially with the "rebuilt" title.
That's a Parts car at best.
Edit: wondering why the center timing cover is off (bent valves)?
