Default Relay question, 1982 5sp

Preparing for first start since I tore the intake apart, figured I'd look to see what PO butchery I could find in the CE panel

Found jumper where the efi-relay goes. Found the metal cover for the relay that goes there in the pile of stuff in the hatch. I had a brand new one, so put it in.... Don't know why it was jumper, or what the ramifications of it being so would be... But

I noticed that there is a relay in the spot where my starter bridge should be.... From my understanding, the 5sp gets a bridge, not a relay....

Input / thoughts on both items?

I have the wsm, the original manual, and pet... Everything else matches up.

The car did key start prior to me taking her apart... Mind you, I have not tried yet, but later today....

You sure you were looking at the right spot - pictures?

Jumper in place of a relay usually means more leakage current...

posting pictures of the front CE panel and the back side will greatly assist in diagnosis

Yup, looking at the right spot. I have not pulled off the CE, but I did put the correct relay in. I will post a pic soon.

I did start the car, and it runs like crap. Idles fine, but as soon as it is given gas, it surges horribly. I'll start another thread for that. Other than an am regency fix for a bad relay, I see no reason as to why the fuel injection relay should be left bypassed. Then there is the starter bridge... Why the relay?
