For the shock height, I would try cleaning the adjuster collar as best you can with a wire brush and the soaking it with some WD40 or other penetrating lube. Then after it has soaked... and I mean really soaked, try working it back and forth a little at a time. See if you can get it free.

Had a similar issue on a previous car. Shock adjusters were fused (corosion) together. Ended up having to get new adjusters. The shock itself may be fine.

Any tips of how to get the shock adjuster off? Mine appear to be fused together as well.

The coilover is the term used for the complete suspension unit assembly including the spring. Some cars still have separate springs and shock absorbers but most do not these days.

The visual assessment of ride height is somewhat empirical and the correct way to asses ride height is from the points designated for such measurement at the front and rear of the car respectively. The visual relative to the wheel arch should work if the springs have equal rates given the weight is pretty much even. However the recommended approach is to corner balance if one can. The mechanics of the system are that one of the diagonals [front to rear] will take precedence over the other diagonal and the ride heights need to be adjusted to even this out. I had this problem recently, visually the height looked OK [even both sides] but I had an out of balance of about 70kg in favour of the rear driver side to front passenger side axis. To correct this the leading axis has to be dropped or the trailing axis increased and which end of the car you adjust it on depends on the front/rear balance numbers. In my case it seemed the car needed more weight to the rear so I increased the height of the rear passenger side about 3 turns.

The new rear tyres I intend to fit have a larger diameter so I may have to drop both sides at the rear to compensate - then toe will need adjustment- quite an iterative process if one wants to get it spot on.

As far as the collars, I used a cheap HF press to get the collars off the shocks (I was changing them), and I noted how the ring and collar were very hard to turn. I had to soak and clean the hell out of them to get them to turn freely. This would not be fun while still on the shock.
