Default GREEN WIRE/BROWN WIRE IDENTIFICATION

Can anyone explain why these were disconnected and taped to their respective harnesses?

They look like the connectors I was asking about a couple weeks ago...I believe the consensus was they were there to be connected to deal with locations with poor fuel quality or something? At any rate, I was told they're supposed to be disconnected in the US...

They both work at WOT, the green retards spark 3 Degree
The brown enriches fuel.
