Indeed, it is highly likely that it is all BS, and nothing was rebuilt...
My guess is that whomever sold it to him told him that it was rebuilt,
and because he is stupid, he believed it to be true. That is why
he is so strongly and clearly telling everyone that it has been
rebuilt. But.... There is still a chance he is correct, and the car
was rebuilt, at least the top end... But I suspect the whole
warranty thing is an embellishment...
But yeah, whenever you see the bad spelling, crazy claims, it is a warning bell to check out the car very thoroughly. But sometimes those kinds of people do not know anything about the car, and they will sell it cheaply.
"Ma Poorhaw 928 has some funny pump looking thing, and it does not run right... When I hit the gas, the tires just smoke, and it doin't go nowhere. It's loud, and ma sister and ma don't like it in the yard no more, so I hafta sell it for $1000..."
Ok, wishful thinking...

"If a metal impeller from a water pump let loose and ruined the block, would Porsche replace the block/engine?"
Not after 14 years............would any OEM? No.

They might if the dealer installed the pump, and waranteed the repair, and the "porsche" water pump came apart and damaged the block, after just a few days... In that situation, they might accept liability for the parts or the repair...

I wonder how the dealer handles things like that?
What if someone bought their 928GTS new in 1995, and they still go to the dealer for their service, and something catastrophic happens to the engine... Does the dealer just tell them they can't fix it? Or do they get the parts somewhere? I heard Porsche had a stock of new engines in storage. Not many, but some...

Good question. My local PD has a policy that they will not purchase used or rebuilt parts, they only will install new OEM from Porsche. The owner can purchase used and they will install. I believe this is Porsche's policy nationwide. I think the eBay seller probably had to buy one himself and have them install. I doubt they reimbursed him for the block. I think most of what he's got to say is a misspelled load of crap.

Porsche and all new car service departments warranty the part they install and the labor to replace it under warranty . They specifically state that they are not responsible for any "subsequent" collateral damages but legally you can not absolve yourself from liability by simply stating that you are not responsible . If you carry out parts from Porsche and install them yourself then about all you can expect is a replacement of any defective part ....no labor , no subsequent damages ; just a new replacement part . So would Porsche rebuild an engine ......possibly . Would it be new , not likely.
