Lower Windshield cowl fitting

Question Lower Windshield cowl fitting

The cowl on my car doesn't seem to fit very well with the back of the front fender line.

I've noticed a hole in the cowl beneath the windshield trim where it meets the cowl. Is this a drain hole or a screw hole? PET doesn't seem to indicate there is any screw here.

When the cowl is held down in this location, the fit to the fender is greatly improved.

Ideas?
BTW - The image shows the drivers side which fits not too bad, but the passenger side has a gap big enough for my finger to fit.

It's a screw hole.

Yes -it's for a sheet metal screw, lock washer? and flat washer?.
