OK, red wire...which system is that (supposed to be) for?

And also...my CE panel is free of major adjustments, except one. Folks honed in on this for me in a thread some months ago- but now that I have a pic, anyone there is a cut wire in the top right position of the black plug...I'll try to go back and find that thread where I was introduced to the correct nomenclature...but for now, the pic-
