thanks seanr, i borrowed my friends torque wrench to torque the bolts. i have a feeling it would be better to but a thread locking compound on the bolts as well. The bolt in the picture as a 13mm bolt on the top left central cam cover. I kept looking through the part catalog and then found it on John Pirtle's write up.

Hello every one. I had a friend help me but he was not as smart as I thought he was and even though the notches lined up on the gear with the cover it was off a full tooth.
So basically if you have the same problem as I did here is what you need to do.
-Make sure the tension is correct on the belt
-Rotate the engine to 4|5 then mark the tooth or grove on the belt with paint or marker that matches up with the notch on the timing belt cover
-loosen belt by turning the tensioner left
-slip off belt, remove pulley, replace broken part, center pulley with the 928 Timing Tool
- make sure both pulleys are at the correct position and work the belt on it so the mark on the belt match up with the cover notch
-tighten belt
-spin to 0|T and tighten belt with tensioner tool, spin 2x around to verify
-put on the tool to see how many degrees you need to adjust
-install spacer and adjust no need to loosen belt again
-after adjustments spin 2x around again
My timing was retarded 2 degrees, out of luck in the process of installing the spacer the timing became perfect.
I am very confident my timing if perfect. Now I have to find and fix the vacuum leak , hopefully it is easier than the timing
