Faucet stem washers are only 1/8 inch thick (3.175mm),since motor sits higher than stock you might want to use something thinner than 8mm. Hole size are around 3/16" on most.Put the brackets on without any rubber spacers for check on fit.I'd try it without the rubber spacers first just to see how the filter housing fits then see what spacing you need.

these stand offs are vibration isolators ,
fitting a bolt through to the mount is not how it was designed to work.
If you have a through bolt it may hold the air cleaner base to the engine but it may not provide the full amount of vibration absorption.
For the OP you can not shorten these standoffs,
buy the correct parts and fix the fuel line clamps on the firewall,
you will need a helper to set the tabs once the U clamps are into place
fitting a bolt through to the mount is not how it was designed to work.
If you have a through bolt it may hold the air cleaner base to the engine but it may not provide the full amount of vibration absorption.

I thought the rubber washers would mitigate the issue.
