If it completely out of California's system there will be no back DMV fees. That was the case with my 1984. There was also no title on hand as well but after a couple of hundred dollars of paperwork done at one of those DMV services places and a smog check, I was able to get the title. If anyone is serious about buying it, have the seller smog it and meet you at the DMV. No smog, no title and most states will not let you register it or apply for a title without one from the last state it was titled in.
