the vin # "error" would be very problematic for me.....why would anyone make such a mistake on what was a rather expensive car ???? ONE answer is it was a stolen car and they deliberately changed the vin # ....just me, the pessimist or realist depending on how you view it.
Best to get things cleared up BEFORE you get too far into a restoration.

The import plate 'build date' is a guess at best. I've never seen one that is correct by the month (usually get the year correct... kindof, excluding the argument of '77 vs '78)
My guess is Lisa Thompson didn't import the car. IIRC, the rule was 2(?) imports per year, per person. So often, importers used names of people they know who could sign-off for them. Patsies.

It might be worth making contact with Kristi Bragdon at NHTSC (USDOT).
You can submit your VIN to find out if they have your 928 on record. And they should if it was properly imported. I'd give her both VIN's to see what comes up.

FWIW, my #1 928's VIN was incorrectly submitted to USDOT, at time of import.
USDOT contacted the previous owner, had him submit new proof-of-VIN, and new tags were issued. However, USDOT didn't go back and release the bond under the correct VIN... they dropped the ball.
So when I searched for the car using the correct VIN, it didn't show up in their system. This left me very confused.
So I looked closer at all the paperwork I had on the car and found the truncated VIN and the PO's re-submission.
Contacted USDOT, had to go up the ladder, then re-re-submitted proof of VIN.
Following all that bunkity-bunk, they corrected their database, and all is well again with the world.
So there ya go... now back to work Jim!

^^^ numbers read orignal to the car.
There was no VIN differentiation for manual vs. auto trans, so manual trans engine/serial numbers (M28-01) lagged the VIN serial number.
