It was always a machine screw that held it in...? Not sure what you mean ("instead of a bolt"). Go look at the other side to see what you should have....

It's exactly as pictured on passenger side with a bolt holding on. The piece that's stripped is male, as a bolt screws onto it to hold the **** on. This is why I'm thinking I droll it out and use a screw...

Thats a nut (not a bolt), and you'd think it screws onto a much longer stud - so this how the early cars are built...

On the later cars (reason for my last comment) it looks like this below - just assumed they all did...

Looking at PET 1982 & earlier is like this with a nut (you are missing a washer & wave washer), but by '86 its like the later style with a machine screw (M5 x 12mm) - so changed somewhere in there - before the S4 changeover.

Why put a stud with a nut - it all seems so pointlessly complex..?

So cut it off flush with a dremmel drill it and tap it - make it look like the later version - as an upgrade!

I usually only lock the door when I am in bad areas like the front of walmart.
That is likely a problem with mechanical alignment of thee lock and linkage, so it is binding. Loosen the bolts/screws that hold the lock (you have to remove the door card to get at this) and move it over a little and see if you can find a position where the **** turns. Note: I don't think this **** will turn if the door is open.
