Question Spark Plug Gap

The service manual gives the spark plug gap as:

mm 0.7 + 0.1
in. 0.028 + 0.004

Not being clear on this notation, am I to interpret this to read:

mm 0.8
in. 0.032

It is a tolerance range, but unusual in that it is not a + or - range only a +.

At least that is how I read it.
