Does drain hole in fuel filler neck drain into tank?

There are a couple 'flappers' there, presuming we are discussing as James mentioned the metal one. I never thought of it as an unleaded restrictor, but do now recall the old regular dispensers had a fatter nozzle and wouldn't fit.
Somewhere in the equation is the evaporative emissions system the bassicially 'vents' air trapped in the tank during fill ups through the charcoal canister upfront. Not sure where that connects, but presumably up in the filler neck somewhere.
The tight fit of the "unleaded restrictor" I always presumed was part of the vapor trap to force air through the canister. Someone else mentioned they thought the rubber ring on the dispenser is what forms the seal. I don't know but either way there are some low pressure rubber pipes connected somewhere that lead vapors external.
So maybe the hole in the bottom that Jim says will let fuel down to the tank is some sort of breather meant for vapor coming up. Does anyone have a picture of the filler neck and insert disassembled?
