Default Charging woes 89 S4

So here is the situation, when idling or running normally my voltmeter reads 13 volts.

When I turn on the blower motor to position 4 it drops to 12.5 volts.

When I add the rear window defroster it drops to 12 volts and when I add the headlights it drops to 11 volts.

The voltage does NOT change with RPM.

I rebuilt the alternator several years ago with new brushes and regulator.

Any thoughts as to what is going on here?

Check actual voltage and don't rely on the voltmeter on the gauge cluster.

+1 what Bilal says. Volt gauge on dash is an rough idea. Use a voltmeter at the battery or the jump post and get real numbers.
