Voltage fluctuation with head lights on?

I have been working on idle charging issues and today had a multi meter attached at the battery to monitor alternator charging at idle.
With car warm and at idle with cooling fan on I had 13.8v. I decided to turn on the head lights and voltage dropped to 13.5 and fluctuated between 13.5 and 14 until I turned off the head lights and which point it stabilized back at 13.8v.
Any ideas, coincidental?

what your seeing is the voltage regulator cycling between its low and high range,
if it was below 13.4 or higher than 14.2 then you might have voltage regulator problems.
