I'm sure as h-e-double hockey sticks not Bill Ball but I live in Baltimore and know just enough about 928s to get myself into trouble. Where are you in Charm City?

Mainly I need a fresh set of eyes. I have taken it apart about hundred times and get same result....
-tensioner light comes on. All new belt etc tension is fine. Something electrical and comes on at start up with lag
-brake pad light and abs light comes on...abs comes on after you move. Po cut wires in wheel well cut abs wire...
- tailight light drivers side running lights don't come on or I should say sometimes while driving will suddenly come on and then go out again causing tailight warning signal.
- passenger window goes up crooked.
Courts hark if you are mechanically adept and electrically adept let me know....I will drive anywhere near Balt to get this solved....

Tensioner light is likely the tensioner itself, probably low on oil. Could also be a loose wire, or a bad sensor. Remember, this is an old car! The tensioner warning system is something of a running joke around here.
Sounds like you have the answer to the abs light! Have you tried splicing the wires?
Taillight sounds like it might just be the wrong bulb, or a dying one. Have you cleaned your grounds? Or the contacts in the taillight housing? Water in your taillights?
As to the last... Not sure about "adept" but I can typically fix stuff like what you're describing. Unavailable for the next 10 days, tho. Might be around on Sunday for a bit. Send me a PM.

Hey.... Bill Ball I am not. About same age, but quality isn't there. I live in carroll county. Have someone help check your bulbs for actual proper operation. If they are working, the easiest fix may be to replace all of them, perhaps in batches based on common function. Roger at 928sRUs knows about this and can get you going with some new bulbs. A recent article in the PCA Panorama publication correctly described that working bulbs from different vendors or lots can produce false positive lamp alarms.
Difficult to say why the ABS sensor wires were severed. PO might have cut them, trying to get the ABS warning light to go out. Hard to say.... The ABS sensor wires are under some tension near the sensor itself and in my car I found one wire broken inside the insulation. I was able to solder it back and it resolve the ABS outage. Further, an ABS wire bundle in the rear was almost severed due to the restraining tie having failed with age and the bundle was chafing against a rotating half shaft.
A window goes up crooked.... Hmm. The window follows a main tubular vertical track that is secured at the bottom of the door. I wonder if your track has become unsecured. It's not hard to get into the door. You just need a pedestal to support the interior door liner while you are working on the exposed interior of the door.
On that timing belt tensioner. Hopefully it's electrical, not mechanical. If you are only getting alarms since a recent timing belt job, it's probably electrical. The alternative is either failing water pump bearings or a tensioner issue. This is some thing you should truly resolve before you drive it much or far. I assume you have a Kempf tool for adjusting the tension?
I can happily assist with several of the issues or at least point and give moral support if you can make it out on a Saturday. I unfortunately can only offer a couple hours, as my white 86.5 928S has absconded with much more than its share of otherwise discretionary funds and my time so far this year. Therefore my wife is threatening to impale its aluminum heart if I worship at its alter TOO much more this year. BUt, feel free to PM me if you want to arrange swinging by for us to have a look.

PS: can you follow Porsche wiring diagrams? If the PO cut the entire wire loom including both brake pad warning plus ABS, I can likely assist with ohming out which wire goes where and help solder/heat shrink the loom back together. I don't have a lift, but I have lift bars and wooden pedestals to get the car up high enough to glide under it, end-end. That probably is a 2 person job. But we need navigable diagrams.
Alan? You out there? Are there human readable brake loom diagrams available ?

I rebuilt my rear ABS harnesses a couple years back. If spliced properly it will work all OK. I cannot recall if the wires are color coded inside the harness.
My passenger window moves around a bit, so I may learn about what's in there soon.
