is it difficult to obtain a title to a car without one?

NEVER EVER EVER MESS WITH VIN# PLATES!!! In New Jersey the MAN can impound a car with a bad VIN#, put in a police auction and buy it himself for $1.00!!!! My 83 Euro-s has a VIN# plate under the driver side windshield, a VIN# acid etched into the passenger side of the engine bay AND a foil sticker with the VIN# on the driver side door frame! NJDMV sold me **** about my VIN# because U.S. vin codes don't use "O" or zero but German VIN codes do! My VIN# starts with WPOZZZ and I had to go th Cherry Hill DMV office 5 TIMES to get my shark titled even though the previous owner had titled and regestered it at the Vineland office!!! When I offered to go to Trenton DMV headquarters and have the director of DMV explaine their unwillingness to title my car, Cherry Hill office got off their *** and issued me a title. Remember-"**** flows downhill" so- if some minor clerk doesn't want to do their job, offer to take the problem to their department director and make them 'stand tall before the man'!!!

........................... I was told that it would be risky to simply switch the vin plate from my 1980 and put it on the 1984 Euro. I know it is a crime. I am wondering though if I run the vin from 1984 and it comes up clean (not stolen, etc) I am wondering if it would be ever something that would be noticed...............................
