The kind of extractor I am referring to is below. I have removed the exact bolts the OP is talking about as well as the rounded cam tower allens with the same. That said, I am sure what Colin, Greg and Sean use will always work.

If you can get to it with a small hammer and chisel or punch with the right angle that might get it loose. Obviously you would need to make sure you are only tapping so you do not break the housing. A little pop to break it loose and get it turning that first 1/4 turn makes a nice difference. I always make sure something is broke loose before I use an easyout. Those things can not be drilled if they break off in the hole.

I have two sets of the exterior ones, but I dont recommend any form of bolt extractions to novices. Too much risk of it going horribly wrong, and damaging the bolt or other things. The outside ones are safer than the inners, but I've seen the pieces around the bolt get mangled from them.

I have always had trouble using any of the extractors. I have found that the thread of the bolt gets stuck in the hole and if the bolt head gets broken off then any extraction method is not going to work until the thread is released.
So heat or some other means has to be used to free the thread so that the remainder of the bolt can be removed.
Just my experience.

Cam cover bolts are notorious for breaking. Adding heat is the only way to get them out in a single piece.
