Ahem....my 1990 did.

I purchased the older rack and pump ( as stated in PET) and found when installing I had the higher pressure pump and the revised steering rack (and no it hadn't been changed before). I had to do some maneuvering of the hoses and change the bracket but got it working in the end, The steering is noticeably heavier.

What month of 1990 was yours built? What is the VIN? Could it be a 1991 model, made and first registered in 1990?

Mine was made on July 24, 1990

Here is the vin WPOZZZ92ZLS842641, not sure the month but it must has been a late one as some of the wirings harnesses are 91.

GM put out millions of racks that would develop this problem. It was known as "Morning Sickness" as it would start to happen only when cold. I was caused by the spool getting stuck in the aluminum bore. The solution was to replace the rack with one that had a stainless steel liner in the bore.

Just as a datapoint, my GT has the 'old' pump, and has a born-on date of 1/10/90. WP0JB2924LS860278.

"L" in the VIN indicates 1990 model.
"M" indicates 1991 model.

The later rack and pump could be retrofitted, and I've heard of people do this. The famous "Seth" car, for example, is said to have this upgrade.

There were only 11 more RoW '90 cars made after yours. So it having '91 parts would make some sense

The spool valve, on our racks, is directly attached to the "pinion" and the steering wheel. No chance that it sticks, in the bore. I've never seen a damaged bore from the steel sticking in the bore.

Must be something different, in our case.

Randy if you have an original rack there is a good chance that simply replacing the end seals and pinion seals wont last.
I would give a call to 928 INTL and ask them what they do and if you could get them to rebuild your particular rack and then have it returned to you.
Their rebuilt racks are very good but since your is the higher pressure part you would want to retain it

I talked with Tom, at 928 International, the other day, and he is also tired of the racks that they have rebuilt not being clocked correctly for airbag vehicles. I've had this discussion with Mark Anderson, at least 6 times, before I gave up and decided to rebuild them myself. Either their rebuilder refuses to "pay" attention, or the message never gets beyond Mark Anderson...tough to know which. I do know that Tom said, the other day, that he was not going to offer the "airbag racks" for sale, any longer, or until he can make sure that their rebuilder understands the issue.

Like I said, good luck getting a proper "exchange" rebuilt rack.

This can't be that difficult.

They need to just tell the supplier they won't buy any rebuilt racks until they get the late model racks sorted.

I think they have to give a ****, before anything will happen.

I've been trying for over 6 years, now. I suspect that I might as well have been talking to myself, from the reaction I got, last week.

Last week, when I was explaining the problem to Tom and showing him the clocking issue and why he was having to "return" an irate customer's old rack, because their rebuilt rack wouldn't fit, he had never heard anything about the problem.

Neither had Ron, the purchasing guy, who deals with the rebuilder.

I just smiled and went about my day, after showing them the problems, rebuilding two racks last week and two this week.
