OK, it worked. I used a LARGE flat washer to back the clip. The washer center hole (3/4") was just large enough that the receiver could move through it. Line up the washer and clip in the right position, then push HARD on the receiver, embedding it into the quarter panel liner, deforming the liner a bit (it springs right back) as you push/pound (with the palm of your hand) until it engages the clip snugly, which is being supported from behind by the washer.
The washer is a proprietary part of Greg Brown's oil scavenge system. So, it will cost you a few grand. However, I have located a much cheaper knock-off part. It's not exactly the same and Greg will probably say you are risking the longevity of your cargo cover, but what the hay. The cool thing is these can also be used to lock your steering rack down, by placing one above and below each bushing (that part is true ).
It's safe to drive again now that this is fixed. Someday I'll get to that pesky toothed belt warning, but that doesn't bother me all that much...

Yes, something like that would be the right idea, but even a short socket and handle would be too tall to fit in the space. There is less than 1/2" of space behind the panel partially filled in with foam. Ideally, something about twice as thick as the washer I used with an arm attached to pull it out. I was able to position the washer and clip together with my fingers. I ended up leaving the washer behind, semi stuck on the receiver.

Bill - yes thats the idea - I fixed mine years ago with a home made tool - without removing the panel or much else. i did not use a bushing but thats the general idea. You just need a circular opening tight around the socket so you can push the speednut on - I just made one up out of hardwood then I think I attached it to a flexible plastic strip - just used to wiggle it into position behind the panel from underneath - I loosened some panel retainers but thats all. Put the (new) speednut on with double sided tape - easy to align with the hole then force the socket in against the panel. Then hook the socket to pull the panel out a little and pull out the tool.
