Take off the air tube on that side and see where the tube goes. It looks a bit like the remains of the type of rigid nylon tube used for the headlight adjustment system???
What year is your car? ... looks like an early 80's

it's a vac hose, if you remove the tube to the air filter chances are you will see where it connects. probably goes to the T coming off the the booster or to the vac bootle in the fender

Possibly a vacuum line that connects from distributor vac unit ?

its a vac line for sure.....I would chase the other end and see where it goes or disappears too....it should cause a vac leak, since it clearly attached to something around the throttle body.....
the vac lines do lots of stuff.....if the car is an automatic, I'd guess its the line to the trans....

Took another pic with the intake tube off, hard to see really but it goes under some lines, the line is not long enought to reach many areas, but checked and cant see anywhere it would go?

..., repeat.., follow the pipe back to where it,s opposite end is attached, that,s the only way to find out what it is ?
Still think it,s one of two vacuum pipes that attach to the distributor vacuum cannister, the top vac pipe attaches to the front of the throttle body, have a look there, there should be I think, a small squarish shaped piece on the front of the throttle body with two vacuum nipples/outlets, see if there are two vac pipes attached to these...,. Or as I think one will be without vac pipe on it, and that,s the bit you have showing in the pic.... ?

You need to follow that pipe to its origin, which may mean taking off a wheel well liner, or something else, to determine what it connects to ... and then we can tell you where the other end is supposed to go. Follow it along by pushing and pulling on it to see where it goes to next, to find the end connection point.
Without that information we're all just guessing.
