Does the ICV valve flow from the bottom of the throttle body,up into the base of the center intake tube Pulling extra air into engine when needed?
Could an accumulation of excessive oil in the elbow stop the flow of this air.

No. Excess oil won't prevent the airflow. People around here get too worked up over the oil accumulation in the intake.

Yes, it basically is a computer controlled by-pass of the throttle body, oil will help the ISV get sticky and that is why some spray cleaner into it.
Oh and no, don't think it would stop air flow, just help it get dirty and make it stick.

The engine gets worked up about it too. But at that point it's called detonation.

I'm not sure where people have come up with this notion that oil in the intake can cause detonation when it goes into the cylinder. Every engine I've seen that has had an oil consumption issue tends to not want to ignite. If anything, it should have an affect similar to water injection which which absorbs excess heat and prevents detonation. If detonation were an issue, there would be a lot of pissed off '85/'86 owners frantically searching for replacement engines.
