They coat them to stop rust. Another way to increase prices.

What seems to be a good price for a set of front rotors?
If the rotors are/were that far gone, I'm willing to bet the dampers were either gone or unrecognizable........
A proper parts list might be in order unless you want to do the job twice.......

And while we're at it, when was the last time the brake fluid was changed....hmmmmm????
