Gov. Moonbeam is not about to sign ANYTHING that might increase pollution in any way unless it generates revenue for the state of California. So I doubt this thing has much of a chance. Wish it did but not enough politicians own 76-80 Muscle cars. Couple years ago several counties were trying to repeal the exemption of the 1975 and older cars but that got shot down.

With due regard for all the California 928 owners here who would religiously maintain their cars to keep emissions at original levels or lower, others with spewing sh!tpiles would not be so considerate. There are plenty of examples driving now, where my eyes water when I follow them. That's with controls and inspection programs intact. I'd get on board with a change that still enforces the tailpie sniff and HC leak standards I guess, regardless of how the power is made. But a wholesale relaxation of rules would be a serious crime IMHO.
Problem is that cars don't deteriorate very fast in our climate. So there are plenty of older cars still on the road. Right now they need to maintain as sold emissions levels with original equipment intact. There is relief if repairs cost more than you can afford, and those are supposed to come off the public roads ultimately. But the mechanicals wear out if undermaintained, regardless of body condition. With no annual safety inspections, safety becomes as big a concern as mechanicals.
I'll suffer the incoming rounds, in favor of keeping the air breathable. Plus smog trashes my ocean view from north of downtown LA. Can't have that going on!

It's a long way from having a bill introduced in the Senate to becoming a law.
I hope SB 1224 makes it.

Assuming this became law in 2013, haven't most of the offending 76 to 80 cars already been winnowed out in previous smog inspections?
What is likely going to be on the road and in what condition that would not otherwise be on the road if the law remains?

This will never pass. The smog shop lobby will simply utter the simple phrase "job killer" and this will disappear. Smog shop owners will claim they will have to lay off technicians since there will be fewer cars to test.

The year was 75 for imports and I think 74 for US models.
One bit of weirdness is my Camry which seems to be exempt from smog checks. It still has a gas engine and a cat - so why no smog check.
Every two years is a bit excessive as well. My 20 year old Toyota truck has never failed smog nor have any of my cars. For new cars the interval should be set to five years. Otherwise it is simply another state tax that subsidizes government created jobs. One has to wonder what percentage of jobs today are government mandated or created.

Of course if fewer cars are inspected then there are fewer jobs and the unemployment rate rises. The more jobs the government mandates then the more jobs they are creating.
