I think that's more than you need. At most, I would say 10 psi, but you can get away with less, like Dr. Bob says. I think I set it at about 7 and that is sufficient. It won't go down much, but if it does you can give it another pump.
The suggestion to fill the master to the top and then fill the Motive with air works great but you do need to stop to refill. If you put fluid in the Motive, wrap a couple of towels around the brake fluid reservoir to catch any leaks. And release the pressure from the Motive when you are done by slowing unscrewing the lid of the Motive tank, not the at brake fluid reservoir.
