The motor has switches inside.Yours is not telling the relay to park in the UP position and that it is OK to turn on the illumination. The lights only come on when fully up. The headlight motor is mounted with three bolts in slotted holes so you can adjust the motor slightly. Sometimes that will alllow the switch to make contact.

James, I have an 84 Euro with a similar headlight issue. My headlights come up & turn on / off, high / dim, etc, but they WONT come back down when turned off. We've checked all wiring, relay, etc, and haven't been able to figure this little problem out... For now, I just manually crank them back down, but it SHOULD work as designed. Would you post a picture of the three mounting / adjustment bolts you're describing? Any help would be greatly appreciated.

If it won't come back down but otherwise works OK you may have a busted diode in the headlight motor parking track mechanism, or a wiper that doesn't make contact. You will need to remove the motor for these - so try adjusting first (but I don't think that is your issue here). Start dissembling the motor top until you can see the track, check for wiper connections to the track and test the diodes with a DMM. Similar evaluation for the previous post.
