Odd timing issue

Default Odd timing issue

80 euro
Did some adjusting last night found the timing @ idle 23 degrees, reset it to 28 at 3k. The marker on the distributor is further back towards the windshield then the center position before the change.
Seems now the power seems to have a little surging so I think the timing maybe retarded too much it's about 8 degrees at idle which seems correct.
Is there another way to set this up assuming the harmonic bal may have may have slipped?

I meet to say 23 Degrees at idle.

First check - use a wooden dowel or similar tool in the #1 plug hole to check the position of the TDC mark on the damper.
