Looking at the manual I see only a bypass flap is this it? I do not see any vacuum actuator on the passenger side like on my 85 and 86. Does anyone know where this would be located and how to test it?
I have crimped off the heater hose just in case the valve is leaking and same results.
Car should drop more then 25 degrees

Not sure which actuator? The one at passenger feet is the recirc flap, but that should mirror 85/6. That's where one huge delta T can be addressed, the heater valve being the other.
