^ I had a similiar situation once ^
I had a gigantic F-350 crewcab 4x4 roll backwards unmanned down my steep driveway, careen across a field and smash into a neighbor's garage. Thank god no one was hurt- it took off the entire corner of the garage including foundation and 2 garage doors. The truck's frame was twisted majorly, the axle was crooked, bed completely destroyed. Ugly.
It wouldn't start afterwards, even though the front was relatively OK. I was so upset that I towed the thing under a tree where it sat for several years.
I forgot about the registration entirely. Actually I just walled it off in my mind.
One day someone told be about a fuel-cutoff relay that purposely trips in an accident, he thought that might be why it just died like it did. Sure enough it had tripped. Truck started right up. Literally a 10 second fix. Of course it still crabbed down the road, but that is a different matter.
So I took the old registration (now expired like 3 years: DMV wanted over $950 to re-register) and some pics I had taken for insurance purposes to the Napa DMV, and spoke the the supervisor. I pled my story and showed her the pics. She waived all penalties and fees right there! Paid current tags and left with the sticker.
Now, I believe she was the exception, rather than the rule (especially as she was energetic, effective, and attractive, too, IN A DMV!), but maybe you could provide some sort of documentation and explain your situation. Maybe you'll get lucky. And try different DMV's if the first won't do it for you.
Good luck!

Had to get the car thing worked out late last year - knew I was giving Leroy back. Found this 86.5 in SC. Just had to work on all sort of titling issues. Should be worked out shortly. Resolved in the end, hopefully.

I have not. In California I think it would be futlle. I have always had Cats. However there was one time I passed Smogs without Dogs. I usually ALWAYS have my Chihuahuas with me but the last time I went in, with my BMW, and remember this is California, i FORGOT my Chihuahua Maximus. I was TOO far away from home so I continued to the Smog station so I thought I would give it a try. They did the inspection and put the thing on the sniffer and completely missed that Max was gone. The report came out and the car had PASSED! Let me tell you I paid up and got OUT of there. I will never forget the time I passed Smog without Dogs!!!
