Might be worth a trip to the dyno. Not for any power pulls, but loaded on a dyno with a probe
in the exhaust & the ignition hooked up to a scope
would tell you a lot.

I am changing out the injectors tonight and I'll also pull the plugs and clean them. I will post pictures of the plugs before I clean them. After I get it back together I will finally put these gauges on it.

Thanks for the help guys. I have high hopes after this work session is complete. Changed the injectors and pulled the plugs for diagnosis. I think #6 needs a new plug or plug wire cause it still looks new indicating no spark here or no fuel? #1,2,3,4 and #5,6,7,8

What's going on with number one? I am seeing what looks like oil deposits there. Number 6 does not even look plugged in. I would vote on a wire or one of the wire connectors on it. You might as well replace all the ignition wires if they have not been done. Number 8 looks way too rich.

Maybe uneven flow from the old injectors might explain the different conditions of the plugs?

Are those the original injectors you are still running? Also you had mentioned the car is CIS. Did you do anything with the air sensor plate? According to my CIS book I am looking at, you either have a fuel pressure issue or air sensor plate issue in addition to those ignition wires.

I wouldn't be surprised if it really could be the injectors. The fact that the number 6 appears as it is makes it look like the wire was either not seated on the plug or a dead wire/connectors.

I had a low power problem with my '79 Euro 928 track car (has CIS fuel injection). It wouldn't run much over 2500 RPM and would sputter. I replaced all the fuel injectors, it made no difference. I replaced the WUR. I checked the pressure with gauges. I finally swapped it out the CIS fuel distributor with a different one and all was well. The CIS Fuel distributor was clogged. I tried taking it apart and cleaning it/replacing all the rubber bits but that didn't fix it. I had it rebuilt and it ran well after that.
Eliminate the spark and cam timing issues first. If you can borrow a CIS fuel distributor and try the swap, that will be the best way to determine if that is your problem. I can recommend a great rebuilder.
