high idle and idle surging

Default high idle and idle surging

Just had the car in the shop to have the timing belt tensioned. Two days later the car has a high idle 1,100RPMS and if I tap the gas it will start surging from 1,100 to 2,200. Does this sound like the idle stabilizer or could it be a vac leak?

I would check for vacuum leaks. Perhaps the shop knocked a vac hose loose.
