88 S4, catalytic convertor removal = more HP ?

No, the requirement is still there, because they're supposed to BE there in all emissions use-cases Ive heard of in the US.

Liphardt made this upgrade many years ago to get the 928 in a lower emissions group (from Euro 1 to Euro 2) in Germany. With this taxes are cut in half. This change is TÜV approved and comes with an ABE certification (Allgemeine Betriebserlaubnis).
I don't think that there is a single Liphardt-Kat on the road in the US.

Vielen Dank Schocki, I thought so as the Liphardt company has been mentioned on the PFF forum. I have converted two cars, one 1987 S4 5-speed and one 1991 S4 automatic, to the non-catalytic version. I cannot see I have noticed any power gain.

Here in Sweden there is no change in vehicle tax if the car is equipped with a catalytic converter or not. Newer cars have to have a cat. By the way when a car reaches an age of thirty years, the swedish authorities automatically call it a vintage car (Oldtimer in Germany) and the vehicle tax is terminated for all future to come. That is one of the reasons I stay with these old cars.
