Caster won't adjust

Caster won't adjust
Last week as they were attempting to start the alignement we noted the steering rack bushings were gone. So it came back down and I bought a set of Delrin's from Roger. I put those in Saturday and drove it for 150 as suggested by the folks here.
I had it up on the Hunter Hawkeye today. EVERYTHING on the front was out of wack. The guy got it all back into spec except for the caster. It will not adjust.
He seemed to think that the eccentrics were worn out or the ball joints. Is that normal for left and right side to have an issue like that?
The rears came in fine but he did suggest that I replace the bushings on both sides as caster didn't do well.
Any ideas on the caster not adjusting? Any experience with this?

I would suggest to remove each eccentric adjuster one at a time and clean the surfaces ,
NOTE (make sure the other bolt is tight on the BJ so it wont move with one bolt removed)
put some anti seize on the eccentrics and the mating surfaces,
then it will be easy to make adjustments otherwise the adjusters can strip out and require new eccentrics to be installed

Right on the rears Andrew, of course. Rear Left Camber wasn't coming in right. He said the bushing is probably worn and suggested I change both sides as they are the same age.
Front Caster is as follows: Left +5.6 Right +5.1 and would not adjust at all.

I rebushed my rear upper arm and that took out a half a degree of negative camber. I have too much negative still on both sides and will change the bushings in the lower arm when I take everything apart to do shocks in back.
Unless the eccentrics are damaged, I can't imagine how front caster would not be settable.
