Replace "this wire" with "any of the wires that make up this circuit".
I thought you would be more interested in finding the problem than being pedantic.

well keep your measuring device on the suspect fuse then start pulling the fuses one at a time till the volts drop this is where you wil find either a melted wire on the back or a wire that may have gotten plugged into the wrong socket on the connectors along the bottom of the CE panel,

NOTE on your car if the connectors are not put on in a certain way the male pins can ride down the backside of the connectors and dislodge them then the connector will fall out of the housing, then if someone isnt looking carefully they might plug this loose connector back into the wrong slot.
I suggest to take a picture of the CE panel and post it maybe someone can see the issue also drop it and inspect the rear for melted wires after you do the fuse pull test,

if no fuses cause the volts to drop then after pulling the fuses pull out each relay
