Make sure you are using a spec thermostat--some times people replace spec thermostat with one that opens earlier getting engine to run cooler in summer but then heater temps are too low in winter.. I have experienced this.

Sounds like a 75C thermostat is installed. Should run around centre between the two marks. I think you will find it will run sweeter at spec temp of 83C thermo. Thats my experience anyway, having tried it.
