Headlight bar install question
If my hand in this pic was the fender wall, does the black plastic mount go on inside of the fender and the "nut bar" goes on the inside so you have to install the bolts from under the assembly? or does the bolts go in to the plastic part then in to the nut bar inside the fender?

the bolts pass from the engine compartment through the fenderwell ,
the plastic is sandwiched tween the nut plate to the outside of the fender
the plastic is sandwiched tween the nut plate to the outside of the fender
