Default Park brake adjustment ?

Over the weekend I was pulling my half shafts and realized my park brake on the drivers rear was not holding. Upon inspection the pads were completely gone on the drivers side. Passengers side had some pad but falling apart. The PO twice removed had a set of decent used pads, springs and adjusters in the parts box that came with the car.

I replaced the old pads and star adjuster assemblies. The WSM is lacking in adjusting instructions. I have the star assemblies set to minimum and the cable tension adjuster at the brake handle set just to the point of tension. WSM manual has you adjust the star to max and then back it off til the wheel can be turned by hand and then two more clicks. WSM manual specifies that the brakes should stop the wheel at between 2 and four clicks.

Any tips beyond this procedure or anything I am missing?

Those are the adjusting instructions: With the brake handle down (and cable slack), tighten the star-adjuster (screwdriver through hole as shown in WSM) until it is no longer possible to turn the wheel. Then loosen the star-adjuster until the wheel turns freely, then loosen it a further two notches. Repeat for the other side. (Just like adjusting 60's-vintage drum brakes, before self-adjusters).

Then pull up parking brake lever 2 teeth and turn the adjusting nut (at the back of the lever) so that the wheels can just be turned by hand (and when pulled up 4 teeth the wheels must be stopped).

I have been using.
tighten the star till the wheel wont move,
then back off 3 clicks check the wheel spins freely after setting the E brake handle and releasing ( this sets the shoes) readjust if its dragging.
Then tighten the cable at the Handle till you get 3 clicks to set

The part that was not explained well in the WSM (at least well enough for me to understand before your clarification) was adjusting the tension at the handle after setting the star wheel.
