Looks like a nice solid car... how can you go wrong for $4k on a decent ready to drive 928? The pics are not good enough to tell any detail really, but if the car is as described then I would think it is easily worth $4k. Plus it would be a GREAT addition to your collection!

The nighttime pictures make me nervous right off the bat. Hell, daytime pictures taken the right way can make a 20 footer look Concours. But outside pics at night and pics in the garage in the daytime? Either the seller has a lot to hide, or he doesn't know how to effectively show a car. Aside from that, it does look really nice.
I'm assuming that you're a hike from the car and you want to gather enough info. to make you comfortable enough to pull the trigger from afar.
First, try to hook up w/a Rennlister who can be your eyes. Maybe won't happen, but it's worth a try. A PPI is highly recommended, particularly at this 'more relaxed' point.
If that doesn't happen, talk to the seller as much as you can to get a feel about what kind of guy he is. If you come away thinking he's not disclosing everything, run away. Your gut is right. He's not. If he comes off as being flaky, walk away.
Now that the auction is over, and you're willing to offer the guy nearly where the winning bidder (who bailed) ended, & neither of you are under the gun, ask the seller to take a little extra time to shoot some outside pictures of the things that you want to see. Ask for some shots of the interior, driver's seat, dash, etc...the things that usually show a car's underlying condition...the engine bay showing the things that you're wondering about. He's not trying to impress anyone at this point, it's full disclosure time. If he can't take the time to do that, either he doesn't really want to sell the car, or he's not willing to show you some of the things that don't help. Ask him why the winning bidder bailed. Does seller's story check out, or maybe the winning bidder showed up ready to pay up but the car was nowhere near what was represented. He only had the car for a few weeks? Really? Might be totally legit, but I'd discuss that scenario a bit.
If the seller's really straight with you and can back up the car with pictures, documentation of everything that he claims, etc. then it may very well be the car for you.
Take your time with this, and if at all possible, remove all emotion and sense of urgency from the process.
...and keep us posted.

Considering the photo's were taken in the year 2157 i would think that camera technology would have improved and where is the god damned hover conversion ???
But for a 175 year old car she looks ok !

In person for sure.
This is a slightly oddball story.
There has also been a nutcase flipper working the Nashville area for the last few months, advertising to recruit other people to find and flip/sell 928's in particular. Just be wary.

"I BOUGHT THIS CAR WITH THE INTENTIONS TO KEEP IT BUT I FOUND A 86 MODEL THAT I WAS REALLY WANTING SO I BOUGHT IT."
Really? Was that also the case with the last 4 cars that he sold on eBay?
Maybe he's legit, but I'm just sayin'....

Good point, Daniel.
The guy had it for "a couple of weeks". He's in Hermitage which is right next to Nashville.
A flooded car would certainly make me want to get rid of it and move on...
Pic of Hermitage area this May:

there were only very few areas of hermitage affected to the degree shown above, however it's not out of the question that this car may have been in that area.
please clue me into the person flipping 928's in nashville as i never see any for sale, at least not on CL. i can't access ebay at work and don't get anywhere near a computer when i'm at home.
