How do you raise CIS System Pressure?

It has been years since I played with this but my sense for it is that the action of the WUR is much more driven by the current through the heating element that the heat from the motor. Could be wrong.

Since both pressures are low and the relief valve isn't stuck, a volume test should be accomplished to insure the pump is providing sufficient pressure. The pump should deliver at least 1100 ml in 30 seconds when measured at the inlet line of the fuel distributor. If the pump is giving sufficient volume, check for blockages at the screens on the inlet to the fuel distributor and WUR.

Just an after thought. Did you check the end o ring on the relief valve to make sure it wasn't defective and allowing fuel to reroute to the return line?

I have read in posts and in the WSM various locations to test flow rate (return line at distributor, return line on other side of cam cover etc). Where should I test for best results and ease of access?

You should measure it at the inlet line where it attaches to the fuel distributor. If you are sure there are no obstructions in the line and your fuel filter is good, it can be measured at the outlet of the fuel pump.
